The Inspector-General of Police, IGP Olatunji Rilwan Disu, has reaffirmed the Nigeria Police Force’s commitment to intelligence-led policing, respect for human rights and public trust at the launch of a book by former police chief, MD Abubakar.
The book, titled Beyond the Bullets: Policing Terrorism in a Democratic System, was formally presented on Saturday, October 17, 2026, at the Police Resource Centre, Abuja.

The event attracted prominent personalities, including business magnate Aliko Dangote, serving and retired security chiefs, policymakers, scholars and other dignitaries.
Speaking at the launch, Disu said the central message of the book aligned with the current direction of the Nigeria Police Force, stressing that effective policing must go beyond the use of force.
He noted that the rule of law, professional competence and public trust remained essential to combating crime in a democratic society.
The IGP urged police officers and Nigerians to view the book not merely as an account of past events but as a resource for understanding the need for sustained police reform, professionalism and adherence to democratic values.
He stressed that the fight against terrorism must remain consistent with constitutional obligations and respect for fundamental human rights.
Disu also commended the retired IGP for his leadership during a challenging period of insurgency and terrorism in Nigeria, noting that his approach demonstrated that decisive action against crime could be pursued without compromising constitutional principles.
Describing the publication as a valuable resource for policymakers, security practitioners, scholars and the general public, the IGP said it drew on decades of operational command, strategic thinking and sacrifice.
He expressed confidence that the lessons contained in the book would help guide current and future police leaders as they navigate the complexities of law enforcement in a democratic system.
On behalf of the officers and men of the Nigeria Police Force, Disu congratulated Abubakar on the publication, endorsed its public presentation and wished him good health, long life and continued service to the country.
