Deployment Reform : Restoring Police Presence Where It Matters Most

The recent redeployment of police personnel across various Zones in Nigeria has stirred public debate, with some critics describing the exercise as irregular or excessive. A group of officers, identifying themselves as concerned stakeholders, recently alleged an “illegal” mass transfer of 695 personnel from the Zone 2 Police Command Headquarters in Lagos. However, closer examination shows that the move is a deliberate and necessary effort to correct long-standing imbalances in police deployment.

For years, Zonal Commands have accumulated personnel far beyond their administrative needs. While these Commands serve as important operational hubs, they have increasingly become attractive postings, drawing in more officers than required. At one point, reports indicate that as many as 855 Special Police Officers (SPOs) were attached to Zone 2 Headquarters, even as several divisional and community commands across Lagos struggled with severe understaffing.

The consequences of this imbalance have been significant: slower emergency response times, reduced police visibility, and growing pressure on frontline officers. In some areas, Divisional Headquarters have operated with less than half of their required manpower, highlighting the urgent need for redistribution.

This situation has been compounded by a pattern of prolonged postings, where some officers remain in zonal commands for as long as 10 to 15 years—largely shielded from assignments at the divisional and community levels, where core policing duties are performed. This concentration has widened the gap between the police and the communities they are meant to serve.

Security analysts support the ongoing reforms. Busayo Mogaji, CEO of Western Eagle Security Ltd, describes the redeployment as both timely and necessary.

“Policing is about visibility and accessibility. When officers are concentrated in administrative centers instead of communities, the system fails the ordinary citizen. What we are witnessing is a correction of that imbalance,” he said.

He further noted that certain high-profile commands have historically attracted disproportionate numbers of officers, often for reasons unrelated to operational demand, thereby undermining equitable deployment.

“Redistribution is not punitive—it is essential for efficiency, discipline, and institutional balance. The Inspector-General is fully within his statutory authority to implement these changes,” he added.

Under the Nigeria Police Act, the Inspector-General of Police, Kayode Egbetokun, retains the authority to post and redeploy personnel as required to maintain operational effectiveness across the Force.

Beyond enhancing public safety, the ongoing redeployment is expected to improve officer welfare by reducing burnout, enabling more structured shifts, and strengthening service delivery in underserved areas.

With rising security demands, particularly in the lead-up to national elections, the need for a properly distributed and responsive police force has become even more pressing.

Ultimately, effective policing is measured not by internal postings, but by the presence felt by citizens. Ensuring that officers are visible, accessible, and responsive within communities is not just necessary—it is fundamental.

The current reforms signal a decisive shift toward restoring that presence where it matters most: among the people.
